Texas Expunctions and Non-Disclosures

Currently, in the State of Texas, expunction and non-disclosure law is quite limited in that it is available only to individuals who were acquitted or given deferred adjudication at the time of sentencing, leaving many convicted defendants with a permanent criminal record.  What do you think about this?
